The gun is deactivated (Form 31). Inglis or aka John Inglis was a Canadian manufacturer who produced the RB Mk 1 under the Lend-Lease contracts. The contract required them to be marked US Government Property. As such, this relic is most likely to be Canadian WW2. No magazine is included. The muzzle is the type known as the flat baffle muzzle brake
